[Docs] [Cinder] Add information about volume types and encryption meta data to the section on volume encryption

The following details must be added to the section on encrypting volumes in the Instances and Images guide:
* Rather than individually creating encrypted volumes, users create a volume
type that uses encryption so that all volumes created using that volume
type are encrypted. This concept must be called out in the introduction.
* In Step 2 of 188.8.131.52, we need to generate a 16-place hex key. Is there some
programmatic method by which we can create one?
* In 184.108.40.206, perhaps we need to add some sub-steps for creating a volume type
that can be used for encrypted volumes. I couldn't use the default - iscsi -
and had to create a volume type before I could perform this procedure.
* After users create encrypted volumes, they can view meta data about the
encryption by clicking on 'Yes' in the 'Encrypted' volume of a volume under
Project > Compute > Volumes.

Deepti - this is a Cinder bug, but the steps are relatively straightforward to follow and the content falls nicely into the MII.
