Description of problem:
SELinux is preventing dhclient from using the 'siginh' accesses on a process.

If you believe that dhclient should be allowed siginh access on processes labeled dhcpc_t by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
allow this access for now by executing:
# grep dhclient /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp
