Description of problem:
There are cases where demotes and promotes don't work well as expected.
They leave behind files.
Hence we need a way so that we can flush all data b/w tiers.
Say, I want to forcefully move all data from cold to hot or the vice-versa.
This operation must have much higher and veto power over all other tiering options

The only alternative is to detach tier

We are no longer working on any improvements for Tier. This bug will be set to CLOSED WONTFIX to reflect this. Please reopen if the rfe is deemed critical.
