mod_proxy_wstunnel is not enabled by default in Fedora 23 and earlier. This was changed in Rawhide with this commit: http://pkgs.fedoraproject.org/cgit/httpd.git/commit/?id=91a2788bcecc45df329bd121a15ea7ec86285d82 but hasn't been done for any stable release. I am currently packaging openQA for Fedora, and it requires mod_proxy_wstunnel to be enabled, and I don't really want to temporarily add an Apache config file to the package just to achieve this.
