mod_proxy_wstunnel is not enabled by default in Fedora 23 and earlier. This was changed in Rawhide with this commit:

but hasn't been done for any stable release. I am currently packaging openQA for Fedora, and it requires mod_proxy_wstunnel to be enabled, and I don't really want to temporarily add an Apache config file to the package just to achieve this. Thanks!

This is done in F23 and in https://bodhi.fedoraproject.org/updates/httpd-2.4.18-1.fc22 for f22.
