rhops7 cert#2: https://hardware.redhat.com/show.cgi?id=1246266

rhosp7 cert#1 was generated by script autoly, rhosp7 cert#2 was generated by partner manually. Is there a way to remind partner there has been one rhosp7 cert and stop the creation?

CWE already provide the warning message if the vendor try to open a duplicated layered cert, so this feature already exist.
