Description of problem:

Since template version was introduced there's an option in UI to create a vm/vmpool from a template and choose a specific version of the template or choose the latest version of the template.
This feature is especially important of vm pool use cases where you want you pool to b in accord with the latest template version available.
While this feature can be enabled in Rest API for a vm using:

<use_latest_template_version>true</use_latest_template_version>

It doesn't exist for vmpool entity and so user cannot create a pool with latest template version using Rest.

This bug is not marked for z-stream, yet the milestone is for a z-stream version, therefore the milestone has been reset.
Please set the correct milestone or add the z-stream flag.
