Description of problem:
/usr/share/keystone/wsgi-keystone.conf is missing group=keystone

Version-Release number of selected component (if applicable):
Version     : 2015.1.1
Release     : 1.el7

How reproducible:
Running keystone via mod_wsgi results in keystone not loading config from /etc/keystone because those config files are owned by root:keystone (0640) and keystone is run as keystone but with no group.

Correct file is available in the official docs but the packaged version is different: http://docs.openstack.org/kilo/install-guide/install/yum/content/keystone-install.html

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
