19.4 has one backwards-incompatible change:

https://github.com/benoitc/gunicorn/issues/1151

Namely, if an application tries to return a header value that is not bytes or ASCII gunicorn will now raise (previously it would accept Unicode values and encode them as UTF-8, contrary to the HTTP spec).

So I guess I will err on the conservative side, and push this to rawhide only for now. Fixes can be backported to 19.3 for the stable releases if needed.
