I failed to build metapackage with own prefix following the official guidelines located at: https://www.softwarecollections.org/en/docs/guide/#Creating_Your_Own_Software_Collections I've defined all macros as shown in example spec and scl-utils tried to create scl folder /opt/rh anyway. I had to define also scl_vendor macro to fix this issue.

There was no release after this issue was reported, so re-opening to check whether it was properly fixed or not. My suspicion is it was not.
I'm not able to reproduce with scl-utils 2.0.1, so guess it's gotten fixed somewhere down the line. If not, please reopen with an actual reproducer spec. That said, overriding scl_vendor is likely the better choice anyway because that way you're not unnecessarily overriding scl_basedir from /opt.
