Consider three bricks b1, b2, b3. If a rebalance process crashed just after modifying b2, we can have overlaps between:
1. b1 and b2.
2. b2 and b3.

So, a single rebalance process crash can result in two overlaps. Hence this argument is not valid. Moreover, client heals the layouts during lookup and hence they recover from this scenario. Please open a new bug if that's not the scenario.
