Description of problem:
When resubmitting a build from the web interface, Copr web should allow
the user to enable other (including newly added) buildroots than just
those selected in the original build.

I think this is quite a common useful use-case
(ie resubmit to build for other buildroots)
and used to work in the older version of the copr frontend.

Steps to Reproduce:
1. resubmit a build

Actual results:
1. copr only offer the buildroots from the original build

Expected results:
1. allow user to select any of the buildroots now available for the project.

Code with this fix is currently deployed on copr-fe-dev.cloud.fedoraproject.org. You can test it there before it will be deployed to production.
