Description of problem:

After upgrading from Fedora 22 to Fedora 23, /etc/issue file does not have the usual contents. It neither has Fedora 22 nor Fedora 23

    [me@mydesk]~% cat /etc/issue
    \S
    Kernel \r on an \m (\l)
    
    [me@mydesk]~% 



How reproducible:
Dont know. Have not tried second time.


Steps to Reproduce:

Follow the instructions from https://fedoramagazine.org/upgrading-from-fedora-22-to-fedora-23/ from a Fedora 22 system

Actual results:

cat /etc/issue has invalid data as shown in description above

Expected results:

cat /etc/issue should show Fedora 23 and other information

This makes it difficult to find if the update completed or not

That's the correct /etc/issue file for Fedora 23. Try /etc/os-release or /etc/fedora-release.
