[cinder] User should be notified when there is no connection between the engine and the cinder server

Description of problem:
When trying to create cinder disk when there is no connection between the engine
and the cinder storage, an Error massage should appear and the operation should be blocked after the Timeout expired.
currently the user does enter to the screen and unable to create disk
because the volume type in the popup menu isn't define.
Version-Release number of selected component (if applicable):
engine - 3.6.1-0.2.el6
Steps to Reproduce:
1. Block the connection between the engine and the cinder storage (using iptable).
2. Try to create new cinder disk.
After a short period of time the user get access to the disk creation menu,
but the volume type pop-up window sties empty and the disk cannot be created.
Access to the disk creation menu should raise an Error massage when there is
no connection between the engine and the cinder storage.
engine and vdsm logs attached.
Monitoring, out of the feature's scope in 3.6.
Closing old RFEs.
If relevant, please re-open and explain why.
