Description of problem:
It looks like after www.softwarecollection.com was down last week the repository structure for rh-php56 has been changed and I had some issues with wrong linked URLs.

1. The yum repository define rpm at "https://www.softwarecollections.org/en/scls/rhscl/rh-php56/" is wrong linked to "https://www.softwarecollections.org/repos/rhscl/rh-php56/epel-7-x86_64/"
  I found the repo rpm at "https://www.softwarecollections.org/repos/rhscl/rh-php56/rhscl-rh-php56-el7-epel-7-x86_64/noarch/"

2. After installing the RPM the configured baseurl in "/etc/yum.repos.d/rhscl-rh-php56-epel-7-x86_64.repo" is wrong so I need to changed that manually to (but it breaks our deployment):

yum install -y rh-php56-php-cli

Actual results:
404 File Not Found

Expected results:
Successfully installed package

Evrything should be back and up again.
