Issue can be traced back to component gobject-introspection: for the current Fedora development tree in enforcing mode, the issue reappears if and only if the system is downgraded to gobject-introspection-1.47.1-1.fc24 whereas on a fully updated system including gobject-introspection-1.47.1-2.fc24, service firewalld starts up as expected.
