UpdateTimerCommand not working for start timer and boundary timer

Description of problem:
I tried update start timer or boundary timer, but timer doesn't changed. Timer continue running with the old values.

Execute update timer command for start timer or boundary timer.
Steps to Reproduce:
1. Run tests from TimerUpdateTest
