Description of problem:
I tried update start timer or boundary timer, but timer doesn't changed. Timer continue running with the old values.

Version-Release number of selected component (if applicable):
6.2.0 GA

How reproducible:
Execute update timer command for start timer or boundary timer.

Steps to Reproduce:
1. Run tests from TimerUpdateTest

Actual results:
Test failed.

Expected results:
Test passed.
