Add /var/lib/neutron/ha_confs/ folder to log collection

1. sosreport 
2.  /var/lib/neutron/dhcp/ is present

Actual results:
 /var/lib/neutron/ha_confs/  is missing

Expected results:
 /var/lib/neutron/ha_confs/  should be there
