I emailed replies, but apparently that doesn't work. Dio, I don't know how to virtualise a WWAN device to test on another machine. Definitely doesn't work on my thinkpad. You do not need to emulate a device. Simply click "Next" in the wizard and country list should appear. If you still have a problem, you can check if the xml is properly loaded. Run nm-connection-editor with strace $ strace nm-connection-editor 2> /tmp/strace.log perform the "Steps to Reproduce" and then check /tmp/strace.log whether serviceproviders.xml was loaded.
