Description of problem: If a certification does not already exist on the catalog, selecting the option "from the catalog" from the dropdown on the "Add Certifications" screen gives an error message that is not obviously a 404 on the cert. Also a message in the header: Error: could not get certifications response: [] Expected results: explanation that no cert has yet been added to the CWE for the new product.
