Description of problem:
When setting CONFIG_NTP_SERVERS in the answer file packstack fails with the following error:
ERROR : 'operatingsystemmajrelease'

How reproducible:
100%

Steps to Reproduce:
1. Set CONFIG_NTP_SERVERS=clock.redhat.com in the answer file
2. Deploy

Actual results:
Installing time synchronization via NTP           [ ERROR ]
ERROR : 'operatingsystemmajrelease'
Please check log file /var/tmp/packstack/20160109-092647-IfIpFN/openstack-setup.log for more information

Expected results:
Deployment proceeds.

I got passed it after updating to 7.2.
