Description of problem:
I seem to be receiving double emails for every bugzilla change.
For example, I have two emails from bug 1272360, both about the same time, but the main difference in the message headers is

- X-Bugzilla-Who: haili
+ X-Bugzilla-Who: rule-engine

How reproducible:
every bug change.
