Description of problem:
$ dnf repository-packages jsynacek-emacs-25 list
Error: This command has to be run under the root user.

Version-Release number of selected component (if applicable):
dnf-1.1.5-1.fc23.noarch

Expected results:
dnf list and similar commands should not require privileges. In fact, I think users should be encourages to not use root unnecessarily.
