With KDE's konsole and the normal text console (/dev/ttyX) man, info show strange characters; mutt displays nothing instead of cyrilic letters, ls and mc work in all the cases - this is not konsole/console problem. I tryed LC_ALL=bg_BG.{CP1251,UTF-8} luit <whatever>. Info works fine with 'ru_RU.{CP1251,UTF-8}. wget works fine with bg_BG.UTF-8, but fails with bg_BG.CP1251 (with ru_RU.CP1251 shows in English). When you press <F10> in mc the dialog is a 2-3 characters outside the left corner of the screen and has a large blank area at the right, but I guess this is another story.
man-1.5o1 should have the bg encoding correctly specified; it should also work with legacy non-UTF-8 encodings.
