How reproducible:
100%

Steps to Reproduce:
1.Navigate to configure->Access control->tenants
3..For Tenant " My Company" create a tenant or project.
2. Create new group, assign tenant/project and EvmRole-super_administrator role to it.
3. Create new user ex:"tenant"and assign group created in previous step to this user
4.login as tenant user and navigate to configure->Access control->groups

Actual results:
All the  Access Control EVM Groups are not displayed.Only the tenant user group is displayed.see attached screenshot

Expected results:
All the groups should be displayed in the list view
