Description of problem:
There should be input in user edit form for "role" editing.

How reproducible:
100%

Steps to Reproduce:
1. go to Admin -> Users
2. click on "More" for any user and click "Edit user"
3. check if admin can edit role for this user

Actual results:
It is not possible to edit role for users.

Expected results:
Admin is able to edit user role.

Role is missing also in Add user form.

Edit role is supported in 2.0. As per PRD role management is out of 2.0
