Looks like a similar bug had been filed upstream a few hours ago before this one. Not sure if they are same, but the error message looks similar. Posting here for reference https://bugs.launchpad.net/nova/+bug/1539029
This bug is against a Version which has reached End of Life. If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
