Description of problem:

After using workaround in https://bugzilla.redhat.com/show_bug.cgi?id=1303419, receive "/usr/share/katello-installer/hoolks/lib/provisioning_seeder.rb:96:in 'seed': undefined method '[]' for nil:NilClass (NoMethodError)

Steps to Reproduce:
1. Install RHCI ISO
2. Log into run launch-fusor-installer
3. Installer fails
4. foreman-rake config -- -k proxy_request_timeout -v 99
5. Rerun launch-fusor-installer
