Open vSwitch `prevent_arp_spoofing` is disabled by default in osp7, but enabled by default in osp8.
For example, this value is present in my osp8 lab:

----
/etc/neutron/plugins/ml2/openvswitch_agent.ini
prevent_arp_spoofing = True
----

But is commented out in osp7:

----
/etc/neutron/plugins/ml2/openvswitch_agent.ini
# prevent_arp_spoofing = False
----

The capabilities of this feature need to be highlighted in the osp7 docs.
