Description of problem:

Latest puddle overcloud deployments are failing with error in heat-engine.log e.g.:

2016-02-09 19:14:02.354 8540 ERROR 
heat.engine.resources.openstack.heat.software_deployment [-] Deployment to server failed: deploy_status_code : Deployment exited with non-zero status code: 1

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.
