/etc/netplug not owned by net-tools

Description of problem:
Though net-tools installs /etc/netplug/netplugd.conf, the /etc/netplug
directory is not owned by net-tools.

Steps to Reproduce:
rpm -qf /etc/netplug
Actual Results: file /etc/netplug is not owned by any package
Expected Results: The directory should be owned by a package.
Actaully, once networkmanager gets integrated, I wonder if we should
still ship netplug.
Once it's integrated and works well i think we can safely drop netplug
as networkmanager if it provides the same functionality.

I reopened this bug because /etc/netplug is still not owned and netplug has not
yet been removed from net-tools. I am using net-tools-1.60-51. Is
NetworkManager good enough to drop net-tools yet?
Why do you think netplugd is not owned by net-tools? This is from fresh FC4 test 2
# rpm -qf /etc/netplug/netplugd.conf
# rpm -qf `which netplugd`
About NetworkManager, I can't say whether it has the complete netplugd
functionality, but I try to figure it out.
Radek, I think he means that the directory isn't owned:
> rpm -q net-tools
> rpm -qf /etc/netplug
file /etc/netplug is not owned by any package
