Description of problem:
When importing storage domain to datacentre that doesn't support VM's and Templates import there is a warning with tooltip that is not yet ported to patternfly tooltip

Version-Release number of selected component (if applicable):
3.6.3-2

How reproducible:
always

Steps to Reproduce:
1. have datacentre that doesn't support importing (compatibility version 3.4)
2. go to storage tab in webadmin
3. click on import domain

Actual results:
warning in classic tooltip

Expected results:
warning in patternfly tooltip

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.

Already fixed (sort of) by Allon in git commit 7fe236353390354ba0e908a2abf79d4049ca4b4d [engine: Remove older versions support].

This was functionality that only worked for old data centers, and Allon removed this tooltip in 7fe2363
