blktap-3.2.0 was released Sep 24, 2015.

Fedora ships 0.9.2 dated Jun 5, 2014.

This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle.
Changing version to '24'.

Any later versions (as of 3.2.0) of blktap does not build with upstream kernel, since it requires XenServer specific kernel headers.
