set the kbase needinfo flag and click "save changes" button , there is an error message.
Error message:"Bugzilla xmlrpc service error. lenovo-hwcert <Lenovo-hwcert> does not have permission to set the hwcert_tam_kbase_request flag. Please select a user who is a member of the redhat group."

According to Jinhua Li, partner has two different account and one is good to see the cert.
