Description of problem:
Content filters do not filter out recent satellite tools erratas

How reproducible:
always

Steps to Reproduce:
1. create new CV
2. Enable this repo
Red Hat Enterprise Linux 6 Server RPMs x86_64 6Server 	
Red Hat Satellite Tools 6.1 for RHEL 6 Server RPMs x86_64 	
3. Create filter GA
  - content type Package
  - type include
  - select "Include all packages with no errata."
  - Affected repositories all
4. Publish CV
5. Check presence of python-pulp-common package


Actual results:
CV will contain all versions upto .20 (sat6.1.7 errata)


Expected results:
Base package but not all versions

Additional info:
It's easy to workaround by disabling Sat Tools from affected repos.

This is caused by BZ 1302663, will track in conjunction

Moving 6.2 bugs out to sat-backlog.
