Description of problem:
Passenger error when installing capsule setting "--puppet false".

How reproducible:
Always

Steps to Reproduce:
1. Run capsule installer with '--puppet false' option.


Actual results:

No error.  Httpd should come up normally.

Verified on Sat 6.3 snap 30, capsule installation with --foreman-proxy-content-puppet false proceedes as expected
