We plan to remove the macpool from the DC (on the path to eliminate DC altogether), so even your step (1) is not going to be available. We limit the ability to edit MAC pools to the system level, since they are a system-wide object, that might be shared by multiple DCs. We do not want the admin of a single DC to change someone else's DC.
