Description of problem:

Following bug https://bugzilla.redhat.com/show_bug.cgi?id=1257690
We should have rsyslog server installed on the controllers to enable logging of haproxy , which we don't have now.

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.

This bugzilla has been removed from the release and needs to be reviewed and Triaged for another Target Release.

I don't believe this is still applicable - we definitely log haproxy these days.
