A filter of zlib=1.2.7-15.el7 will pick up both zlib-1.2.7-15.el7.x86_64 and zlib-1.2.7-15.el7.i686. The request is to allow a filter of zlib=1.2.7-15.el7.x86_64 (specifying this today ignores the x86_64 and includes both packages).

VERIFIED Version Tested: Satellite 6.3 Snap 11 I created a CV with - Red Hat Satellite Tools 6.2 for RHEL 6 Server RPMs i386 - Red Hat Satellite Tools 6.2 for RHEL 6 Server RPMs x86_64 I created an exclude filter with - name: *, arch: x86_64, version: all (silly example, I know, but it should work :)) after publishing the CV, I only see i386 and noarch RPMs in the CV, so the filter works as intended.
