[Docs] [Release Notes] Nova in-tree EC2 API deprecated

Description of problem: OpenStack Compute (Nova) includes an inbuilt implementation of the Amazon Elastic Compute (EC2) API. This implementation is deprecated as of Red Hat OpenStack Platform 8 and will be removed in a future release.
ec2 is already gone in Nova Mitaka https://github.com/openstack/nova/commit/eec7a55319b3f22949735227199ce49b851519b8 Release note is required how to migrate to the new standalone EC2 API service in OSP-9.
Assigning to Deepti for review. Deepti - could you write up a simple note about this deprecation as doc text in the bug here, and flag it so that we can pick it up next time we update the Release Notes?
Included doc_text, needs to be included for RN.
