patch for burp_ca

Description of problem:
Locking code to try to make sure that two instances do not run together and corrupt the ca files.

1.4.40

How reproducible:
Launch 2 instances of /usr/sbin/burp_ca at the same time.

Steps to Reproduce:

Actual results:
burp_ca may fails by mixing the results of the 2 instances

Expected results:
Do not mix result

This bug appears to have been reported against 'rawhide' during the Fedora 25 development cycle.
Changing version to '25'.
