Description of problem:
When pressing F5 in the plans list screen it looks like all the plans deleted. You have to wait a long time (~30 seconds) until they re-appear.


How reproducible:
100%


Steps to Reproduce:
1. Make sure you have a plan or two uploaded
2. Press F5
3. wait....


Actual results:
After pressing F5 the screen looks like the initial screen after installation, with no plans at all in the system. 

When looking at the console of tripleo-api we see that no API calls are made when pressing F5. It looks like the app doesn't check the plans list when refreshing the page.

Only after 30 seconds (or more) the page automatically updates and the plans re-appear.

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
