Created http://review.rdoproject.org/r/1167 to add api_paste.ini to rpm.

Change merged in distgit repos. New packages in trunk contain the fix:

openstack-cloudkitty-common-0.5.1-0.20160523094753.c1758c9.el7.centos.noarch.rpm
