Description of problem:
sheepdog pulls in chkconfig and calls it, which is unlikely to do anything useful on modern Fedora.
Also systemd-sysv-convert has been gone for a few releases.
You should also use normal systemd macros [https://fedoraproject.org/wiki/Packaging:ScriptletSnippets#Systemd].
