Description of problem:
Workspace Switcher doesn't shows workspaces in rows.

2.28.0-3 el6 x86_64

How reproducible:
Always.

Steps to Reproduce:
1. Right-click on the Workspace Switcher applet, then choose Preferences.
2. The Workspace Switcher Preferences dialog is displayed.
3. Use the "Show all workspaces in XX rows" to set desired count of rows (for example 2).

Actual results:
Workspaces are shown in one row.

Expected results:
Workspaces should be split and shown in multiple rows.
