Description of problem:
SNMPd is not configured and started on overcloud's ceph nodes when deployed with OSPd.
Since SNMPd is configured on compute nodes it would worth to have SNMPd installed and configured on all overcloud nodes. 
Having this allows ceilometer to gather 'hardware' related meters.

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.
