Description of problem:

When utilizing user data to perform an install that has the systemd dependency, after systemd updates the rest of the cloud-init.log is lost.  Cloud init does perform the rest of the user data tasks but does not log them.

RHEL 7.1 ami-4dbf9e7d region Oregon

How reproducible:
easy

Steps to Reproduce:
1. RHEL 7.1 ami-4dbf9e7d 
2. Userdata:
#!/bin/bash -x
yum -y install systemd
yum -y install httpd

Actual results:
3. Check the cloudinit log. See attached. Logging stops at:
Mar 8 12:32:20 localhost cloud-init: Updating:systemd-libs-219-19.el7_2.4.x86_64 1/20
Mar 8 12:32:24 localhost cloud-init: Updating:kmod-20-5.el7.x86_64

Expected results:
logging to continue

I am not able to reproduce this behavior with the current package (cloud-init-0.7.6-6.el7).  Even with a systemd update happening at boot, the cloud-init logs continues.
