Description of problem:

Customer is looking for a way to change the Window's Title Bar Color in Gnome-3 (Classic).

We already managed how to change the color scheme in Panel Bars. We changed it though the files

/usr/share/gnome-shell/theme/gnome-shell.css
and
/usr/share/gnome-shell/theme/gnome-classic.css

But this seems to not be enough and customer wants to change the Window Title Bar Color. For instance when he opens a Terminal, or Firefox, he would like to see the Title Bar in another color.

I have gone through dconf-editor (gconf-editor as well), gnome-tweak-tool but none worked as expected.

Under /usr/share/themes there is a lot of directories

But even changing the gtk-3.0 and gtk-2.0 (gtkrc) color schema and files we had no lucky. 

How can the Window title bar color be changed through files and configuration? Is there any specific theme option to change it?

Panel colors are able to be changed but Window Title color not.

Customer would like to be able to change the Title Bar Color
