Description of problem:
If undercloud is installed in an automated boot script via systemd, systemd is reloaded and all logging stops

Version-Release number of selected component (if applicable):


How reproducible:
Always

Steps to Reproduce:
1. Deploy an undercloud automagically
2. Install director (openstack undercloud install)
3. Wait and see until logging stops

Actual results:
Logging stops

Expected results:
Logging should never stop being logged as debugging gets harder

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.
