Description of problem:

Currently there is the requirement for the undercloud to be able to reach the overcloud external network. It would be great if we had a connectivity check between the undercloud and the overcloud public_virtual_ip during the network validation tests so it fails early in case there's no connectivity.

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.
