the correct sub menu

Description of problem:
in gnome default desktop, the gnome-shell's file sub-menu, there isn't a option named "open tab".

Version-Release number of selected component (if applicable):
gnome-shell-3.14.4-37.el7.x86_64

How reproducible:
on other host , everything is ok, so I don't know how to reproduce.

gnome-shell is the window-manager/compositor, it's not involved at all in which actions do or don't show up in menus. Assigning to gnome-terminal, which is the application shown in the screenshot.
